  • Application Guide for Chinese Government Scholarship

    I. Scholarship Types and Application Channels

    (I) Bilateral Scholarship Program

All applications for this program should be submitted directly to the Chinese universities undertaking the program.

    (III) Special Designated Scholarship Program

    This category of scholarship is set up based on formal cooperation agreements signed between China and international intergovernmental organizations and academic institutions. Applications shall be handed in through the corresponding international organizations and institutions.

    (IV) Student Exchange Program

    Launched under the framework of exchange and cooperation agreements between Chinese and foreign universities, this program funds short-term academic training for general and senior visiting scholars, with a maximum training duration of 12 months. Applicants are required to complete application procedures via both the partner Chinese university and their home overseas institution.

    II. Supported Candidate Types, Study Duration, Authorized Institutions and Majors

    (I) Supported Candidate Types

    The Chinese Government Scholarship provides financial aid for four types of overseas applicants: undergraduate students, postgraduate students, general visiting scholars and senior visiting scholars.

    (II) Study Duration

    The scholarship covers two types of study periods: professional major studies and preparatory Chinese language training. The standard duration of Chinese language preparatory courses is one academic year, while the study term for professional majors follows the official academic system requirements of the applied programs.

    (III) Authorized Institutions and Majors

    Designated Chinese universities offer a comprehensive range of academic programs for scholarship recipients, including science, engineering, agriculture, medicine, economics, law, business management, education, history, literature, philosophy, fine arts and other disciplines.

    III. Scholarship Benefits and Coverage

    The scholarship package includes the following supports:

    1. Full waiver of tuition fees;

    2. Free on-campus university accommodation or a monthly housing subsidy;

    3. Monthly living stipend:

    – Undergraduate students: 2,500 RMB per month

    – Master’s students & General visiting scholars: 3,000 RMB per month

    – Doctoral students & Senior visiting scholars: 3,500 RMB per month

    4. Comprehensive medical insurance:

    – 800 RMB per person per year for programs lasting six months or longer

    – 400 RMB per person for programs shorter than six months

    IV. Application Eligibility Criteria

    All applicants must meet the following requirements to qualify for the scholarship:

    1. Hold non-Chinese nationality and maintain good physical and mental health;

    2. For undergraduate program applicants: possess a high school diploma or equivalent academic qualification with outstanding academic performance, and be under 25 years of age;

    3. For master’s program applicants: hold a bachelor’s degree or equivalent academic qualification with excellent academic records, and be under 35 years of age;

    4. For doctoral program applicants: hold a master’s degree or equivalent academic qualification with outstanding academic performance, and be under 40 years of age;

    5. For general visiting scholar program applicants: hold a high school diploma or higher academic qualification, and be under 45 years of age;

    6. For senior visiting scholar program applicants: hold a master’s degree or hold the title of associate professor or above, and be under 50 years of age;

    7. Undergraduate program applicants must complete the China Scholastic Competency Assessment (CSCA) and upload a valid official score report during application;

    8. Applicants for Chinese-taught general visiting scholar programs (excluding Chinese language majors) must have obtained an HSK Level 3 certificate;

    9. Applicants for Chinese-taught senior visiting scholar programs must have obtained an HSK Level 3 certificate;

    10. Applicants for Chinese-taught master’s and doctoral programs must have obtained an HSK Level 4 certificate;

    11. Applicants for non-Chinese taught programs shall meet the specific language proficiency and academic admission requirements set by their target Chinese universities.

  • Introduction and Application Guidelines of ASEAN-China Young Leaders Scholarship

    I. Overview of the ASEAN-China Young Leaders Scholarship (ACYLS)

    Launched in response to the joint initiative of leaders from China and all ASEAN Member States, the ASEAN-China Young Leaders Scholarship (ACYLS) aims to deepen people-to-people and educational exchanges between China and ASEAN nations. As a core program to consolidate the socio-cultural and civilian exchange pillar of China-ASEAN cooperative relations, it serves the long-term goal of building a closer China-ASEAN community with a shared future through enhanced academic interaction and institutional linkages.

    Tailored exclusively for ASEAN citizens, especially outstanding young professionals with practical work experience in ASEAN countries, the ACYLS program is financially supported by the Chinese government, with primary funding sourced from the ASEAN-China Cooperation Fund (ACCF).

    The scholarship offers comprehensive financial support for eligible ASEAN candidates to pursue master’s or doctoral degrees, conduct short-term academic research, and participate in professional training programs across Chinese universities. It covers a full range of study-related expenses, including full tuition and miscellaneous school fees, on-campus accommodation, round-trip international air tickets, comprehensive medical insurance, and monthly living allowances.

    II. Detailed Application Guidelines for ACYLS

    1. Supported Programs, Scholarship Duration and Teaching Language

    Supported Program Categories

    The scholarship targets outstanding young working professionals from ASEAN Member States, supporting their further study in China through three major pathways: master’s degree programs, doctoral degree programs, and short-term academic research and professional training programs.

    Scholarship Duration

    The sponsorship period is strictly aligned with the official academic duration of each enrolled program. All scholarship recipients must complete their academic tasks within the approved sponsorship term, with specific duration standards specified as follows:

    Instruction Language

    All programs under the ACYLS scheme adopt English as the official teaching language. Applicants are strongly encouraged to apply for English-taught programs at Chinese universities and must meet the specific English proficiency requirements of their targeted programs.

    2. Scholarship Coverage and Benefit Standards

    Monthly Living Stipend

    During the valid sponsorship period, eligible scholarship students will receive a monthly stipend issued by their host Chinese university. The stipend distribution follows clear time-based rules: students who complete registration on or before the 15th day of each month will receive a full-month stipend, while those registering after the 15th day will receive a half-month stipend. Graduating students are entitled to an additional half-month stipend after their official graduation date. Notably, if students leave China for personal reasons (excluding official school holidays) for more than 15 consecutive days, their stipend will be suspended during their absence.

    Specific monthly stipend standards: Master’s students: 4,000 RMB; Doctoral students: 5,000 RMB; Short-term research scholars: 5,000 RMB.

    Note: Most host universities require scholarship recipients to open a RMB-denominated bank account in China for stipend collection. Students are advised to consult their host institutions for detailed account handling procedures.

    One-time Settlement Allowance

    All ACYLS recipients (including master’s students, doctoral students and research scholars) can receive a one-time settlement fee of 3,000 RMB upon successful registration at their host university, which is issued in official Chinese currency.

    International Round-trip Air Ticket Subsidy

    The scholarship fund covers economy-class round-trip airfare for recipients between their home ASEAN country and the city where their host Chinese university is located. The China Scholarship Council (CSC) and host universities are responsible for the fund arrangement and ticket reimbursement, with detailed rules stipulated in Chapter VI of the official guideline document.

    Tuition Fee Waiver

    The ACYLS program fully covers standard tuition fees for all approved programs, with funds directly allocated to the host universities. For special majors with exceptionally high tuition fees (such as MBA programs), full tuition coverage will be assessed and approved on a case-by-case basis.

    On-campus Accommodation

    Each scholarship recipient is provided with an independent single room in the university’s on-campus dormitory free of charge.

    Annual Performance Review

    All enrolled ACYLS recipients are subject to annual academic and behavioral assessments jointly conducted by CSC and their host universities. Students who fail to pass the annual review will face disqualification from the program, including university dismissal and complete termination of scholarship eligibility.

    3. Application Timeline and Submission Channels

    Applicants must submit their complete applications to the official ACYLS national contact points in their respective home countries before the annual deadline.     4. Application Eligibility Criteria

    All ACYLS applicants must satisfy all the following requirements:

    a. Hold official citizenship of any ASEAN Member State, including Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor-Leste and Viet Nam;

    b. Maintain good physical and mental health, meeting the health standards for international students studying in China;

    c. Possess proficient English skills, with a minimum IELTS score of 6.0 or a minimum TOEFL score of 80;

    d. For master’s degree applicants: hold a valid bachelor’s degree and be under 45 years of age;

    e. For doctoral degree applicants: hold a valid master’s degree and be under 45 years of age;

    f. For short-term research program applicants: hold at least a bachelor’s degree;

    g. Have no less than one year of working experience in government departments, public or private enterprises, universities, think tanks or other social institutions. Preference is given to candidates with experience in ASEAN-China foreign affairs and international cooperation, study or work experience in China, or academic research related to China or ASEAN issues;

    h. Not be a concurrent recipient of any other Chinese government scholarship during the ACYLS sponsorship period;

    i. Comply with all admission regulations and additional requirements of the targeted Chinese host universities.

  • Youth of Excellence Scheme of China Program (Chinese Government Scholarship)

    1. Program Background

    Launched and administered by the China Scholarship Council (CSC), the Youth of Excellence Scheme of China Program is a prestigious Chinese Government Scholarship initiative. The core objective of this program is to cultivate high-caliber professionals for global governance. It targets talents equipped with global vision, well-rounded competencies, excellent leadership potential, and cross-cultural adaptability, aiming to nurture elite talents capable of engaging in international affairs and global collaborative governance.

    2. Program Overview

    1) Annual Admission Quota: A total of 200 outstanding candidates are recruited each year.

    2) Target Candidates: International students pursuing master’s degree studies.

    3) Medium of Instruction: All courses are delivered in English to accommodate international participants.

    4) Training Mode and Academic Duration: The standard master’s track of this program spans 12 months and qualifies graduates for an official master’s degree. In addition, certain sub-programs adopt a flexible “1+1” dual-phase training model. Under this mechanism, students spend their first academic year at Chinese universities, undertaking full-time foundational coursework and preliminary research to lay the groundwork for their graduation thesis.     5) Scholarship Benefits: Full Chinese Government Scholarship coverage for the entire study period.

    3. Eligibility Criteria

    1. Candidates must hold non-Chinese nationality, be aged 45 or below, and maintain sound physical and mental health status.

    2. Applicants are required to possess a bachelor’s degree or higher academic qualification, together with a minimum of three years of professional working experience. Priority will be granted to applicants with vocational training backgrounds or work experience relevant to their intended major of study.

    3. All applicants must belong to one of the following four professional groups:

    ① Serving government officials at the division chief level or equivalent administrative rank and above;

    ② Senior management personnel from public institutions and commercial enterprises;

    ③ Administrative staff of universities and scientific research institutes;

    ④ Professionals with formal work or internship experience in international organizations.

    4. The pre-admission document issued by the host university must include complete registration-related information, covering the applicant’s personal particulars, official admission date and specific major details. Importantly, the letter must not contain any statements indicating prior receipt or promised awarding of any Chinese Government Scholarship funding.

    4. Application Procedures

    1) Online Submission

    All eligible applicants are required to complete and submit their applications via the official Chinese Government Scholarship Information System. A valid pre-admission offer from an eligible sub-program is a mandatory prerequisite for application submission. During online registration, applicants shall select “Type A” as the scholarship category, fill in the agency code 1563, and choose the “Youth of Excellence Scheme of China” program for application targeting.

    2) Application Review Mechanism

    This program accepts direct individual applications administered solely by the China Scholarship Council. The CSC team will conduct initial verification of all submitted documents and subsequently organize a professional expert panel to carry out comprehensive evaluation of qualified applications.

By empowering local human resources, the initiative effectively boosts the socioeconomic progress of recipient countries. Given the intensive and rigorous curriculum design, applicants are required to hold a bachelor’s degree or above, possess relevant professional experience and maintain sound physical fitness. Currently, this flagship scholarship has become a key driver of pragmatic economic and trade cooperation between China and participating countries, garnering high recognition and extensive attention from governmental authorities worldwide.

    Launched by China’s Ministry of Commerce, the MOFCOM Scholarship-CSC Program aims to strengthen bilateral and multilateral diplomatic and economic partnerships while supporting talent development in developing countries. Since 2015, the program has focused on sponsoring outstanding young and middle-aged professionals from beneficiary countries to pursue advanced postgraduate studies in China. The overall administration and daily operation of the scholarship is entrusted to the China Scholarship Council (CSC).

    I. Sponsored Programs, Study Duration and Teaching Language

    This scholarship supports two categories of full-time postgraduate programs: 2 to 3-year Master’s degree programs and 3-year Doctoral degree programs. All scholarship recipients are required to enroll in English-medium academic programs throughout their study period.

    II. Application Channels and Timetable

    All application submissions are administered by the Economic and Commercial Counselor’s Office (ECCO) of the Chinese Embassy in the applicant’s home country. Candidates are advised to consult the local receiving authority for the exact annual application deadline.

    III. Application Eligibility

    Qualified applicants must meet all the criteria listed below:

    • Hold citizenship of a developing country (excluding the People’s Republic of China) and be aged 45 or below;
    • Maintain good physical and mental health, with a valid physical examination certificate issued by a local public hospital.     • Possess competent English proficiency to adapt to English-taught academic studies, equivalent to an IELTS score of 6.0 or a TOEFL iBT score of 80 and above;
    • Demonstrate solid career development potential and a sincere willingness to promote friendly bilateral exchanges and practical cooperation between their home country and China;
    • Not currently pursuing any studies in China and not a recipient of any other Chinese government scholarship funding.

    IV. Scholarship Benefits and Coverage

    1. Full exemption of all academic fees, including tuition fees, textbook fees, research and investigation fees, English teaching subsidies, and thesis supervision fees;

    2. Complimentary on-campus student accommodation throughout the study period;

    3. Monthly living stipend (issued annually): Master’s students: RMB 36,000 per academic year Doctoral students: RMB 42,000 per academic year

    4. A one-time settlement allowance of RMB 3,000 for each scholarship awardee;

    5. Comprehensive medical insurance coverage designed for international students in China;

    6. Round-trip international air ticket subsidies: one full round-trip ticket for initial enrollment in China and one for final graduation return.     7. All scholarship recipients are required to participate in the mandatory annual academic review. Only candidates who pass the evaluation can continue to enjoy full scholarship benefits for the subsequent academic year;

    8. Other public welfare funds are centrally managed and allocated by the Ministry of Commerce and host universities without direct distribution to individuals. Scholarship financial support is only valid within the standard academic duration. No continued funding will be provided for students who apply for or encounter delayed graduation.

  • Chinese Trade Unions Silk Road Scholarship

    I. Program Overview

    The Chinese Trade Unions Silk Road Scholarship (CTUSRS) is a specialized funding initiative tailored primarily for trade union practitioners from Belt and Road participating countries. Launched to strengthen bilateral union cooperation between China and global nations, the program aims to deepen friendly ties between Chinese working communities and international labor groups. It also contributes to global peace and sustainable development, international collaborative progress, the protection of labor rights and interests, and inclusive social advancement worldwide.

    Funded entirely by the All‑China Federation of Trade Unions (ACFTU), this scholarship supports outstanding recipients to undertake a one‑year Chinese language training program as visiting scholars in China. As a fully‑funded scholarship program, CTUSRS covers all study‑related expenditures, including full tuition exemption, campus accommodation, comprehensive international student medical insurance, monthly living allowances, and a one‑time cross‑border round‑trip air ticket subsidy.

    Living Stipend Regulations

    Throughout the scholarship term, enrolled participants receive monthly stipends issued by their host university. Full monthly allowance is granted to students who complete university registration on or before the 15th day of each month, while half‑month stipends apply for registrations completed after this date. Graduating scholars are eligible for an additional half‑month stipend upon their graduation date. Any scholar who leaves Chinese territory for personal reasons (excluding official school vacations) for over 15 consecutive days will have their monthly stipend suspended during their absence.

    Tuition Coverage

    Accommodation Benefits

    One‑time International Airfare Subsidy

    Administered by the All‑China Federation of Trade Unions, this subsidy covers economy‑class round‑trip flight tickets between recipients’ home countries and the host city in China. The return flight ticket will only be provided after scholars successfully complete their full program of study.

    Eligibility Requirements

    All CTUSRS applicants must satisfy the following qualifications: a. Hold non‑Chinese nationality, with priority given to citizens of Belt and Road partner countries; b. Maintain excellent physical and mental health status; c. Possess at least a high school graduation certificate and be under the age of 45; d. Have a minimum of one year of formal work experience; candidates with China‑related professional experience are preferred; e. Not be a concurrent beneficiary of any other Chinese government scholarship program.

    II. Mandatory Application Documents

    1. Official Chinese Government Scholarship Application Form (completed in either Chinese or English);
    2. Notarized copy of the highest academic degree obtained. All non‑Chinese and non‑English credentials must be attached with officially notarized Chinese or English translations;
    3. Full academic transcripts. Non‑Chinese and non‑English transcript documents require notarized Chinese or English translated versions;
    4. A detailed study or research proposal with a minimum word count of 500 words (written in Chinese or English);
    5. Valid legal guardian certification in China (mandatory only for applicants under 18 years old);
    6. Foreigner Physical Examination Form (English version only). Required for applicants planning to stay in China for more than six months. The medical examination must cover every item specified on the official form. Incomplete forms, documents without physician signatures, official hospital seals, or sealed applicant photos are deemed invalid. The physical examination result remains valid for only six months, so applicants are advised to arrange their medical check‑up reasonably;
    7. A personal curriculum vitae (CV) covering all academic backgrounds and professional work experience acquired after high school, to be uploaded to the “Other Supporting Documents” section of the CGSIS (Chinese Government Scholarship Information System).

    Important Note: All submitted documents must be authentic, valid and complete. Applicants are required to upload clear scanned copies to the CGSIS system. Substandard or incomplete materials will negatively impact scholarship review results.

    III. Standard Application Procedures

    Step 1: Prepare all application materials in strict accordance with the official document checklist.

    Step 2: Access the official CSC Study in China platform.

    Step 3: Complete system registration by selecting the correct program attributes. For the CTUSRS program, applicants must choose Type A as the Program Category and input 00009 as the official Agency Number. The corresponding institutional authority name will pop up automatically after correct entry. Accurate input is mandatory, as incorrect information will lead to application submission failure or invalidation.

    Step 4: Fill out the online application form fully and accurately, and upload all required supporting documents by following the on‑screen guidance. The standardized settings for the language proficiency and study plan section are as follows:

    Step 6: Applicants can revise their submitted applications via the “Withdraw and Edit” function on the top navigation bar. All modified versions must be resubmitted manually; otherwise, the withdrawn application will expire and fail to be recognized by the system. No edits or withdrawals are permitted once the application enters official review by CSC and host universities.

    Step 7: Download and print the finalized application form via the system’s “Print the Application Form” function.

    System Reminders: Applicants are recommended to use Firefox or Internet Explorer 11.0 for system operation, as other browsers may cause functional errors. The online system only accepts Chinese and English content. To ensure timely and accurate delivery of admission documents, applicants must fill in precise and up‑to‑date contact information in the CGSIS system.

    IV. Pre‑departure & In China Guidelines

    1. Visa Application Rules

    Scholarship recipients must apply for a Chinese student visa at local Chinese embassies or consulates. Required materials include valid ordinary passport, admission letter, JW201 Study Visa Application Form, and Foreigner Physical Examination Form (both original and duplicate copies). Participants studying in China for over six months need to apply for an X1 visa, while those with a study period of six months or less should apply for an X2 visa. Applicants failing to present valid standard documents or holding non‑qualified passports/visas will be denied university registration and cannot apply for a Chinese residence permit. All visa application fees are borne independently by applicants.

    2. University Registration, Health Verification & Residence Permit Application

    Campus Registration Scholarship holders must complete on‑campus registration before the deadline specified in their admission letter, presenting original admission documents, JW201 form and physical examination certificate. Students unable to register on schedule must obtain prior official approval from the host university. Unapproved delayed registration will be regarded as voluntary abandonment of the scholarship, resulting in automatic program termination.
