Introduction
Launched back in 2006, the Shanghai Municipal Government Scholarship supports the growth of international education across Shanghai. Its core goal is to attract high‑caliber overseas students and academic scholars to pursue their studies at East China Normal University (ECNU).
Eligible Applicant Categories
- Type A (Full Scholarship): Open to outstanding international students enrolled in full‑time degree programs.
- Type B (Partial Scholarship): Available for high‑achieving international degree‑seeking overseas students.

Scholarship Benefits
- Type A: Full tuition waiver plus on‑campus housing coverage. Recipients will also receive comprehensive medical insurance and a monthly living stipend. Stipend standards are as follows: Doctoral candidates CNY 3,500; Master’s candidates CNY 3,000; Undergraduate candidates CNY 2,500.
- Type B: Full tuition exemption together with comprehensive medical insurance coverage.
Eligibility Requirements
- Candidates shall hold non‑Chinese nationality and be in sound physical condition.
- Academic qualifications together with age restrictions:
- Bachelor’s degree applicants: Must possess a high‑school graduation certificate and be aged under 25.
- Master’s degree applicants: Must hold a bachelor’s degree and be no older than 35.
- Doctoral degree applicants: Must hold a master’s degree and be under 40 years of age.
- Those already receiving any other Chinese government‑funded scholarship are ineligible for this program.

Admission notifications will be released on lxs.ecnu.edu.cn by mid‑June.
Application Procedures & Required Documents
- Scholarship Application Form Register and complete online submissions on two platforms: ECNU ISO portal, as well as the official Shanghai Government Scholarship website . Download and print out your completed application form.
- Highest‑level Academic Credentials (notarized copy) Currently enrolled university students or working professionals additionally need to supply student status certificates or employment verification papers. All documents written in languages apart from Chinese or English need to come with certified notarized translations in either Chinese or English.
- Official Academic Transcripts (notarized copy) Transcripts issued in languages other than Chinese or English must be supplemented with notarized Chinese or English translations.
- Study or Research Proposal Every applicant needs to hand in a study or research proposal written in Chinese or English, with a minimum word count of 1000 words.
- Reference Letters Master’s and doctoral program applicants are required to provide two recommendation letters composed in Chinese or English, issued by professors or associate professors.
- Physical Health Certificate (photocopy)
- Language Proficiency Proof
- Candidates applying for Chinese‑instructed majors need to hold HSK Level 5 or higher certificates.
- Those applying for English‑taught majors shall provide valid English proficiency documentation.
- Portfolio Submission (Music & Fine Arts Majors) Applicants majoring in Music or Fine Arts should submit samples of their personal creative works.
- Application Fee A non‑refundable application fee of RMB 800 shall be settled via ECNU’s online application system.
- Supplementary materials for PhD applicants Doctoral applicants should provide published papers, patents or other relevant research outputs, alongside the abstract (full text not required) of their master’s thesis.
Important Notes
- Applications submitted via email or fax will not be reviewed or accepted.
- Submitted application materials will not be returned to applicants, regardless of admission outcomes.
