    Scholarship Overview

    Co-established by the Xi’an Municipal Government and Xi’an Jiaotong University (XJTU), the XJTU-Xi’an City Government Belt & Road Scholarship is a dedicated funding initiative for international talents from Belt and Road participating countries. Under this joint program, the municipal government offers scholarship grants while XJTU provides partial tuition subsidies. The scholarship aims to encourage outstanding students from Belt and Road nations to pursue academic studies at Xi’an Jiaotong University.

    Eligible Student Categories

    This scholarship supports international students enrolled in bachelor’s, master’s, and doctoral degree programs, as well as non-degree programs with a study duration of six months or longer.

    Application Deadline

    • Bachelor’s Programs & Non-degree Programs: June 30
    • Master’s & Doctoral Programs: April 15

    Application Qualifications

    1. Applicants must hold citizenship of any country participating in the Belt and Road Initiative.
    2. Academic Background & Age Restrictions
      1. Bachelor applicants: Hold a valid high school graduation certificate and be under 25 years of age.
      2. Master applicants: Possess a formal bachelor’s degree and be no older than 35 years old.
      3. Doctoral applicants: Hold an accredited master’s degree and be under 40 years of age.
      4. Non-degree applicants: Be under 45 years old.
    3. Candidates receiving any other form of institutional or governmental scholarship are not eligible to apply.
    4. Language Proficiency Requirement: All applicants must achieve an HSK 4 certificate or higher in Chinese language proficiency.

    Application Method

    Applicants shall complete and submit their scholarship applications directly through the official online application system of Xi’an Jiaotong University.

    • Non-degree & Bachelor’s Programs: March 1 – June 30
    • Master’s & Doctoral Programs: November – March (the following year)

    Scholarship Benefits

    1. Full‑waiver of tuition fees together with free on‑campus dormitory accommodation.
    2. Monthly living stipend for doctoral candidates: CNY 3,500 per month.
    3. Medical insurance coverage will be arranged in compliance with prevailing official provisions.
    4. All international travel costs shall be borne by applicants themselves.

    Eligibility Requirements

    1. Applicants must be non‑Chinese nationals with sound physical health condition.
    2. Candidates are required to observe Chinese national laws as well as all institutional rules of Dalian University of Technology.
    3. A master’s degree validated by China’s Ministry of Education is mandatory, and applicants shall not exceed 40 years of age.
    4. Applicants need to demonstrate outstanding academic track‑records and furnish two recommendation letters from professors.
    5. Those who are recipients of any other Chinese government‑funded scholarship are disqualified from this program.

    Required Application Materials

    1. Liaoning Provincial Government Scholarship Application Form (officially issued by Liaoning Provincial Department of Education): one original document plus one photocopy.
    2. Notarized copies of your highest‑level degree certificate and academic transcripts. Current students or working professionals additionally need to submit student status verification or employment certification papers. Any document written in languages other than Chinese or English must come with notarized translations in either Chinese or English.
    3. Language proficiency evidence: HSK score report (subject to requirements of your admitting faculty), or English‑language test results: IELTS 5.5 or above, TOEFL 80 or higher.
    4. One original and one copy of the Foreigner Physical Examination Form (issued by China’s quarantine authorities) together with blood‑test report.
    5. Personal study or research proposal with a minimum word count of 1000 words.
    6. Two recommendation letters written in Chinese or English, provided by professors or associate professors from your former alma mater.
    7. Supervisor’s acceptance letter from Dalian University of Technology (DUT).
    8. Non‑criminal record certificate.
    9. Photocopy of the biographical page of your valid passport.

    Application Timeline

    Open from November through early March of the next calendar year. Within this application window, candidates shall submit their application to the School of International Education at Dalian University of Technology and send hard‑copy documents in two complete sets by post.
