Introduction
Launched by the Fujian Provincial Government back in 2012, this scholarship initiative targets outstanding overseas students pursuing bachelor’s, master’s and doctoral degree programs. The program is designed to draw more international talents to pursue higher‑education studies across Fujian, while advancing educational exchanges and partnerships between Fujian and global communities. Scholarship support covers tuition and on‑campus accommodation expenses for a single academic year.
Eligibility Requirements
- Candidates shall hold non‑Chinese nationality and be in sound physical condition.
- Academic qualifications together with corresponding age restrictions:
- Bachelor’s degree applicants: Must possess a high‑school graduation diploma and be younger than 30 years old.
- Master’s degree applicants: Must hold a valid bachelor’s degree and be under 35 years of age.
- Doctoral degree applicants: Must have obtained a master’s degree and not exceed 40 years old.

(1) English‑Taught Undergraduate, Master’s and Doctoral Programs
To further boost its international education capacity, Xiamen University provides a broad array of full‑degree courses delivered entirely in English for international enrollees. These English‑medium tracks cultivate competitive global professionals who possess solid disciplinary expertise, alongside well‑rounded insights into Chinese society and local culture.
(2) Chinese‑Taught Undergraduate, Master’s and Doctoral Programs
The majority of XMU’s undergraduate, postgraduate and doctoral majors are delivered in Chinese.

Application Procedures
Only applicants who secure formal admission to Xiamen University’s bachelor, master or doctoral programs will be considered for this scholarship assessment.
- Complete your admission submission via the online portal. Upon successful online submission, download and save the auto‑generated International Student Application Form for printing.
- Fill out and print the dedicated Fujian Provincial Government Scholarship Application Form (click to download the template file).
- Submit hard‑copy document package by postal mail. Mail both completed forms plus other required supporting paperwork to XMU Admissions Office. All materials must arrive before the published deadline. For deliveries sent within Chinese mainland, EMS postal service is strongly recommended to guarantee secure and punctual delivery.

Evaluation & Result Notification
Undergraduate applicants with outstanding scores in SAT, IB Diploma, GCE A‑Level or UEC examinations will receive priority during screening. For postgraduate candidates, preference will be given to graduates from top‑ranked global universities, XMU partner institutions, or applicants endorsed by senior professors and industry specialists.
Xiamen University will compile and forward the shortlist of qualified nominees to the Fujian Provincial Department of Education for final authorization. Scholarship awards are determined holistically by reviewing submitted documents, academic track‑records, overall personal merits, research outputs and supervising professors’ evaluation comments.
